Are unquestionable financial resources and capacity available to the FIFA and UEFA for the organization, management and administration of world football. I think the big problem is the conservatism that "reigns" in both the fifa and uefa. we all know who rules the football world are Europeans and we know how they are too cautious to undertake changes that permit the new technology "influence" the games at the expense of control exercised by them backstage. it is one that you retargua European masters of the world will not want the ball without losing the "war". remember the last world in which the controversial moves left to be repeated!
I fully agree with the article, you need to think about the football fan first because besides being a sport is also a show that has fans and people Willing to pay to see this sporting spectacle.
I think the only reason that leads to the UEFA and FIFA regulations do not change is due to pressure from sponsors because the sponsors always want teams with gains in the advanced stages of competitions and easiest way to make that happen is to continue own little with these regulations in order to put pressure on arbitrators to commit biased refereeing.
PS: Just one fix, in UEFA competitions the players' shirts have "RESPECT" and my question is by whom?

The big problem is the same that makes football the sport's most well-liked in the world.
The rules are the same for any level of competition. The NBA Basketball diverges when and where it is FIBA. Rugby while growth is a phenomenon but does not compete with football.
